Speaker Bill Howell and Senate Majority Leader Walter Stosch held a hasty press conference yesterday – and once again, Howell tried to rewrite history.

Below, Howell claims Republicans had “intended all along” for abusive driver fees to apply to out-of-state drivers. We spliced in some clips from Dels. Morgan Griffith and Dave Albo to set him straight.
